Daniel W. Ray

Partner

Daniel Ray currently serves as the City Attorney for the City of Greenville and as General Counsel to Hunt County, Rockwall County, and Rains County, in addition to a thriving contract, litigation, and environmental law enforcement practice. He works closely with law enforcement and has served as the Vice President for Legislative Affairs for the Texas Environmental Law Enforcement Association for a decade.


Before returning home to practice in Greenville, Daniel worked at Hartline, Dacus, Barger & Dreyer, LLP, defending manufacturers and pharmaceutical companies in product liability claims. 


He also worked as an associate attorney for Wilson, Elser, Moskowitz, Edelman, and Dicker, LLP, defending European and American insurance companies and their clients in state and federal litigation in Texas, Oklahoma, and Louisiana, including defending multiple cases where plaintiffs sought over $500,000,000.


Daniel now represents numerous Texas government entities – including cities, counties, utility districts, and others – in litigation, public records, and transactional services, as well as corporations and private individuals in litigation and family law matters. 


Daniel and his wife, Marla, have three boys – Jackson, Jude and Roman.

Katrina M. Tilley (f/k/a Katrina M. Pemberton) joined the firm in 2014 as a law student at Texas A&M University School of Law, practicing under her associate bar card. Katrina continued to work for the firm as an associate attorney following her admittance to the Texas Bar in 2015 and joined as a partner in 2021. Katrina holds a Guardianship Ad Litem Certification with the State Bar of Texas, is a member of the Texas Bar College, and is certified as an Advanced Mediator by Mediators and Arbitrators of America. Her practice focuses on divorce, child custody, estate planning, guardianship, and real estate transactions. In addition to her practice areas, Katrina assists other partners and associates with civil litigation and local government matters.



Katrina has two adult daughters, Faith and Madison, two granddaughters, and resides in Wood County with her husband, Jeremy.

Markus A. Goll is a U.S. Army Veteran. Before attending Texas A&M University School of Law, Mark spent fifteen years as a manager in the security industry. While at law school, Mark was a staff editor on the Texas A&M Law Review, volunteered at Legal Aid of Northwest Texas, completed a summer judicial internship at the Collin County Courthouse, and participated in the school’s Employment Mediation Clinic.


Mark first joined the firm as an intern in 2014 when the firm was named Scott & Ray Law. He worked as an associate attorney from 2015 onward and is currently a partner with Scott, Ray, Pemberton, & Goll, PLLC. Mark practices primarily in real estate, probate, and estate planning but handles cases in many other areas, such as construction law, contracts, business organizations, personal injury, civil litigation, and consumer protection. In addition to his practice areas, Mark assists other partners and associates with family law and local government matters and is a licensed escrow officer for title closing services.


Mark and his wife, Shelly, have five children and reside in Prosper with their younger daughters, Marley and Harper.

Heather McNew Carter

Associate

Heather McNew Carter is a Greenville native who joined the firm full-time in 2019 after moving home from out of state. She represents many clients with an emphasis on family law, real estate transactions, and municipal government. Heather is licensed to practice law in Texas, Arkansas, and Georgia.


Before joining Scott, Ray, Pemberton & Goll, PLLC, Heather was an attorney with Arnall, Golden, Gregory LLP in Atlanta, Georgia, where she focused on commercial real estate transactions and assisted large corporate clients, such as Costco and Target, with the acquisition, financing, development, disposition, and leasing of real estate projects. While at AGG, Heather co-authored and published an industry article related to title endorsements.

Aaron D. Huddleston

Aaron D. Huddleston joined the firm in 2021 as a graduate of the University of North Texas at Dallas – College of Law, practicing under his graduate bar card. Aaron continued to work for the firm as an associate attorney following his admittance to the Texas State Bar that same year. Aaron centers his practice on local government matters and civil litigation.


Aaron retired as a police captain from a local municipal police department before joining the firm full-time. Previously, Aaron worked for the Texas Department of Criminal Justice and the Collin County Juvenile Detention Center before moving on to police work.


Aaron is married to his high school sweetheart, Kayle. They have four wonderful children, Allyson, Emily, Avery, and Jacob, along with their mini Australian Shepherd, Dixie.

Victoria Erb

Associate

Victoria Rose Erb joined Scott, Ray, Pemberton & Goll, PLLC, at the beginning of 2022 as an associate attorney. She primarily focuses on family law, guardianship law, and wills and estates. Victoria has been licensed to practice law in Texas since October 2021. She earned her Bachelor of Arts in Political Science and French with a minor in English from Texas A&M University in 2018. She then received her Juris Doctorate from Texas A&M University School of Law in 2021, where she graduated cum laude and earned a concentration in family law.


During her time in law school, Victoria was a teaching assistant for Professor John Murphy’s Legal Analysis, Research, and Writing course and a research assistant for several different professors. She also acted as the vice president for the Family Law Student Association in her final year, organizing virtual meetings for students to network and learn more about family law practice in Texas. Victoria interned with the Office of Judicial Staff Counsel and Special Magistration in Fort Worth in 2019. She worked on post-conviction writs of habeas corpus, the Second Court of Appeals Justice Elizabeth Kerr in 2020, and Texas A&M Law’s Family and Veterans Advocacy Clinic. While in the clinic, Victoria was exposed to numerous family law and veteran issues, including domestic violence, contested divorce, modifications, and disability rating increases.


Victoria currently resides in McKinney, Texas, with her rescue dog, Beau, and cat, Molly.

Arnold Luschin

Arnold Luschin brings a rare combination of elite international law firm experience, sophisticated in-house corporate practice, and deep regulatory expertise to his work representing Texas local government entities, businesses, and individuals. He is licensed to practice law in both Texas and New York.



From 2012 to 2024, Arnold served as Senior Legal Counsel at Volkswagen Group's global headquarters in Wolfsburg, Germany, where he led multiple departments. He served as Department Head and Senior Liaison to the U.S. Government-appointed Independent Monitors overseeing Volkswagen's two corporate compliance monitorships and auditorships (2017–2022) — among the most consequential court-ordered corporate compliance programs in automotive history. He also led Volkswagen's global IP Litigation and Anti-Counterfeiting department, served as Senior Legal Counsel for U.S. patent litigation, and advised on procurement contracting for electric vehicle battery supply chains.


From 2008 to 2012, Arnold was a Senior Associate at Clifford Chance in Frankfurt, Germany — consistently ranked among the world's leading law firms. There he represented major corporations and financial institutions in IPOs, advised banks and issuers on debt and equity capital markets transactions, and assisted clients with SEC-related filings across U.S. and European markets.


Since returning to Texas, Arnold has focused his practice on local government representation, municipal contracts and procurement, civil litigation, and administrative law. He is fluent in four languages — English and German (native), French (business fluent), and Spanish (conversational) — an asset for clients with international business interests throughout the DFW Metroplex and North Texas.


Arnold and his wife, Amanda, have four children and reside in the Greenville area.

John S. Shasteen

John S. Shasteen grew up in Greenville and attended Texas A&M University-Commerce (now East Texas A&M), where he received bachelor’s and master’s degrees in music with an emphasis in piano performance. After completing his master’s degree in 2020, he joined the firm as a legal assistant and ultimately decided to go to law school. During law school, he continued doing legal research and other work for the firm. After graduating from law school and taking the bar exam, he rejoined the firm as an associate. John’s practice is centered on local government matters, family law, and civil litigation. He also serves as the prosecutor for the Greenville Municipal Court.


John and his wife, Elaina, live in Greenville with their son. They enjoy reading, spending time with family, gardening, and serving in ministry at their church.

During his over forty years of practice, Bob represented banks, title companies, governmental bodies, businesses, and individuals with enormous success. His reputation as a brilliant litigator was well-deserved based on over four decades of victories in the courtroom. Through the years, many associates have graduated from his tutelage to hold various public offices as lawyers and judges, cementing his exceptional reputation in and around Hunt County. He was one of two founding members of our firm and retired about two years ago. Bob was beloved by all who knew him and will be deeply missed.
